Suspension Of The Constitution In Guatemala

That this House condemns the suspension of the constitution and the dissolution of Congress in Guatemala on 25th May; is concerned about the placing under house arrest of Ramiro de Leon Carpio, the Human Rights Ombusdman, Jose Lobo Dubon, the President of Congress and Juan Jose Rodil, President of the Supreme Court, and believes that these actions are a sign of the lack of concern of the Guatemalan President Jorge Serrano Elias for the view of the international community with respect to his country; also condemns the declaration by the leader of the Guatemalan government negotiating team in the peace talks, Manuel Conde Orellana, in which he stated that President Serrano will defeat the guerillas by military means because of the failure of peace negotiations; urges Her Majesty's Government to take all possible measures to ensure the security of those Guatemalans and internationals living in Guatemala and working for humanitarian and human rights organisations; and uges Her Majesty's Government to raise the suspension of constitutional guarantees and the collapse of the peace negotiations within the European Community, the United Nations and other international organisations with a view to putting pressure on President Serrano to return to constitutional rule and to a serious negotiation for peace.
