Criminal Injuries Compensation Scheme
EDM number 2086 in 1992-93, proposed by Edward O'Hara on 25/05/1993.
That this House recognises that there are faults in the present Criminal Injuries Compensation Scheme; notes however with concern that the Home Office is conducting a review of the scheme without going out to consultation; urges Her Majesty's Government to introduce a new scheme in which compensation is an entitlement, not, as at present, an ex-gratia payment; and believes that there should be no discrimination on the basis of sex, age, ethnic origin, lifestyle or unrelated criminal convictions, that payment should be given as widely as possible and for psychological as well as physical damage, and that victims on welfare benefits should have as much right to keep their compensation as victims in employment.
