Dangerous Dogs Act 1991

That this House is deeply concerned at the failure of the Home Office to recognise the fundamental flaws in the Dangerous Dogs Act and the overwhelming case for urgent changes; and urges the Government to (a) remove the mandatory destruction section of the Act and give the courts discretion to take into account the circumstances of a case before ordering the killing of a dog, (b) give courts discretion whether or not to have positively identified dogs destroyed, (c) declare a temporary amnesty by reopening the Index of Exempted Dogs for those who have not registered their animals, (d) allow owners to apply for bail for their dogs and (e) ensure that dogs kept in kennels (and refused bail) should conform with the requirements of the Animal Boarding Establishments Act 1963 and that owners should be allowed supervised visits.
