Global Environment Facility

That this House recognises the crucial role of the Global Environment Facility in the financing of measures to implement the agreement made at the United Nations Conference on Environment and Development, held in Rio de Janeiro in June 1992; expresses its disapproval nevertheless that the Global Environment Facility will be dominated by the World Bank and the donor countries; and urges Her Majesty's Government to play a constructive role in the Global Environment Facility participants' meeting to be held in Beijing on 26th-28th May, and in particular to argue at that meeting for the Global Environment Facility to become democratically accountable to all its participants, recipients as well as donors, for the removal of the World Bank from its current position in the management of the Global Environment Facility, thus giving the lead role to the UN environment and development programmes.
