That this House notes with alarm the prospect of possibly 17 years of Conservative rule in Wales when only a minority of the Welsh people voted for the Government; views with disquiet the increasing run-down of local democracy and the corresponding increase in Central Government control over Welsh councils; is especially concerned about the proliferation of non-elected bodies in Wales almost all of which are appointed by the Secretary of State for Wales; calls upon the Secretary of State for Wales to widen the base from which he chooses his appointees for these bodies; and recognises that if the present partisan choice is not replaced by a more consensual approach then the whole nature and future of the democratic process in Wales will be in serious jeopardy.
