War In The Balkans

That this House, appalled by the brutality that is being shown by all the parties in the civil war now taking place in the former Yugoslavia and the loss of life that is taking place, conscious of the long history of foreign occupation of these territories by Turkey, the Austro-Hungarian empire and of the Nazi atrocities during the Second World War, all of which have left a legacy of great bitterness, recalling that there are deep-seated religious as well as ethnic factors in this conflict which cannot be resolved other than by a return to peace and the restoration of confidence by all parties, determined to see the United Nations continue to play a constructive role in peace-making and humanitarian relief, and believing that these efforts, which are essential if further bloodshed is to be avoided, would end at once if foreign military intervention were to take place, therefore calls upon the international community to enforce the arms embargo on all parties to the conflict and to abstain from air-strikes and the commitment of ground troops to the war, to intensify humanitarian aid to all sides on the large scale required to save life and provide essential food and medical supplies and to continue to make full use of the good offices of the United Nations to seek, by direct negotiations, a lasting and just peace in the area.
