Standard Spending Assessment For Cheltenham

That this House notes that the standard spending assessment for Cheltenham Borough Council in 1992-93 has not taken into account population increases due to local authority boundary changes which brought Prestbury, Leckhampton, Up Hatherley, Reddings and Swindon Village into the Borough; further notes that had account been taken of these changes then Cheltenham Borough Council would not have been eligible for capping; and calls on Her Majesty's Government to reverse its decision and to include the correct population figures in calculating future standard spending assessments.
