Community Charge Capping Of Gloucestershire

That this House is concerned at the effects of community capping on the people of Gloucestershire, namely the sacking of up to 200 teachers, leading to larger class sizes and a lowering of educational standards and the holding vacant of up to 15 police posts in the county with a 237 per cent. increase in crime since 1979; further notes that Gloucestershire is one of the lowest spending education authorities per pupil/student and has only fallen into the capping net due to its long record of low spending and under-provision; and calls on Her Majesty's Government to take into account the above factors in re-examining the need for the capping of Gloucestershire County Council.
