leave out from 'on' to end and add 'recognising that electoral systems should serve the electorate and be revised and amended where needed, and hopes that this lesson is widely understood; notes that the system opted for by the Italian people for its Second Chamber is not first past the post but a proportional representation system in which three-quarters of the seats are directly elected and the remaining quarter are allotted on a top-up system to maintain proportionality of representation in the Italian Senate; notes that while the Italian people are discussing how they should elect their second chamber, Britain's Second Chamber is still comprised of unaccountable appointees; further notes that the First Chamber in Italy is elected by a proportional list system, local and regional government is also elected by proportional representation; and recognises that in a modern democracy, diversity of electoral systems electing a plurality of strong independent institutions is something to be welcomed rather than feared.'.
