Tolls And Roads In Wales

That this House condemns the failure of the Secretary of State for Wales to give any undertaking not to put tolls on critically needed by-passes in Wales; believes that his declaration in a letter dated 18th March to the honourable Member for Cardiff West that he has an open mind on how best to achieve the maintenance and development of a high-quality road network, in response to the honourable Member for Cardiff West's letter to him dated 23rd February demanding assurances that the road construction projects covering the four critical gaps in the Welsh road network should be toll-free, is bound to make alarm bells ring; asserts that these four road projects, the A55 Pen-y-Clip tunnels, the M4 Baglan-Lon Las missing link, the Merthyr by-pass on the A470 and the Glyneath-Aberdulais section of the A465 should all be toll-free; and believes furthermore that if he was proposing to fund their construction through tolls and not taxation, he should have made an announcement to this effect in Parliament.
