Continuing Provision Of Universal Benefits

That this House avers that the provision of universal benefits has contributed immeasurably to the well being of the neediest in society since the establishment of the Welfare State; believes the concept of targeting benefits services only to deny large sections of the community the help they need and deserve; observes that since 1979 targeting has resulted in the incomes of the poorest 10 per cent. of the population falling significantly; and therefore calls upon Her Majesty's Government to re-establish and maintain universal benefits as the principal means of supporting the 12 million people in Britain currently living below the poverty line.
