Conduct Of The Cardiff Bay Development Corporation

That this House condemns the profligacy of the Cardiff Bay Development Corporation in spending the best part of a million pounds on a meaningless public relations exercise to relaunch its new mermaid corporate logo; believes it is more fitting to a Roman emperor than a public sector body funded by the taxpayer in the middle of a recession to commission a compact disc of the BBC Welsh Symphony Orchestra playing the Cardiff Bay Overture newly composed by Gareth Wood and recorded at the St. David's Concert Hall, Cardiff on 25th February and produced by EMI Records for free distribution to opinion formers and investors; condemns as a further waste of money the hire of the Mermaid Theatre at Puddle Dock in London from 16th to 18th May to dispense free hospitality and compact discs, combined with new glossy brochures, notepaper, road-signs and other insignia bearing the new mermaid logo; insists that the Secretary of State for Wales, having increased the Cardiff Bay Development Corporation's budget by ú10 million for the year 1993-94, should now call in the Chairman of the Corporation to instruct him in the principles of good value for money practice in public expenditure, and second to commence forthwith the much delayed thoroughgoing review of the aims and objectives of, and the need for, the existence of the Cardiff Bay Development Corporation as originally promised for the current financial year in the Welsh Office Public Expenditure White Paper, Cm 2213.
