Vehicle Registration - Prevention Of Fraud

That this House calls upon the Government to consider changing the system of motor vehicle registration so that the vehicle registration document (V5) may be endorsed to give notice to any intending purchaser of any hire purchase, conditional sale or leasing agreement to which the vehicle may be subject and to change the law so that any person whether trade or private, dealing with a vehicle in good faith, shall not be affected by any agreement in respect of which the vehicle registration document bears no such endorsement.
