North Korea And The Non-Proliferation Treaty

That this House regrets the North Korean Government's decision to withdraw from the Nuclear Non-Proliferation Treaty; notes that this is the first time that a country has withdrawn from the internationally binding treaty; is concerned that North Korea has enough plutonium to construct a crude fission bomb; urges the Government to make urgent efforts to persuade North Korea to submit to the International Atomic Energy Agency's inspections and to remain a signatory to the NPT and to strengthen the IAEA's ability to make surprise inspections in other potential proliferation states; and further calls on the Government to secure a comprehensive test ban treaty and the renewal of the NPT in 1995.
