Iraqi National Congress Meeting With The Prime Minister

That this House welcomes the scheduling of a meeting between the Prime Minister and the Presidential Council of the Iraqi National Congress on 31st March; recognises that the Iraqi National Congress represents all of the main Iraqi opposition groups, including the democratically-elected Kurdish administration in the north; believes that international recognition of the Iraqi National Congress is the best way both to tighten the pressure on Saddam Hussein and to increase the profile of the democratic alternative; calls for the release of selected frozen Iraqi assets to a United Nations trust fund, to be administered by the Iraqi National Congress being fully accountable to a board made up of respected members of the international community, including eminent persons from Arab countries, to assist the humanitarian effort and to help reconstruct and develop the liberated areas of Iraq; calls for the United Nations Security Council to now negotiate an agreement with the Iraqi National Congress that all sanctions against Iraq will be removed and reparations will be reduced, when a multi-party, democratic system is in place in Iraq; and calls for the indictment of Saddam Hussein in the courts of one or more member states of the United Nations for his repeated violations of international law and systematic crimes against humanity, with a view to isolating the present totalitarian regime and to emphasise the clear distinction drawn by the international community between the people of Iraq and their present rulers.
