Financial Management At Psa (No.2)

EDM number 1594 in 1992-93, proposed by Doug Henderson on 15/03/1993.

That this House notes the report to Mr Clarke of the Department of the Environment by the Central Investigation Unit into BSME Contracting Section of the Property Services Agency; and further notes the allegations (a) that bogus companies have been established with false addresses and have been used by temporary staff possibly to avoid income tax, national insurance and value added tax, (b) that there has been an abuse of private work with GP Maintenance benefiting from its association with BSME Contracting by getting them to pay for materials and labour in respect of work they generate, with Auger running an employment agency and that Batten, the WIS Manager, and a Goldlink Agency employee in BSME HQ is conducting private business in office, (c) that there has been misuse of official resources such as vehicles, phones and computers, (d) that payments were made to vendors through the accountant Vic Auger to bogus and other temporary companies, care of Mr Auger and (e) that staff who have failed security clearance have been employed regardless and that non-cleared sub-contracting staff have been 'passed-off' as PSA DEL at MOD sites.
