That this House notes the report to Mr Clarke of the Department of the Environment by the Central Investigation Unit into BSME Contracting Section of the Property Services Agency; and further notes the allegations (a) that there are known and suspected relationships between contractors and staff and that Phillips and GP Maintenance, Richard Yorke, Envoylord, Hurley Brothers, Bennett Brothers and Joe Grant are all alleged to be former associates of employees, involving Vic Auger and Goldlink and Goldlink proprietor's relative S. K. Cook, Harry Bezer and sub-contractors John Skelton/John Skelton Junior, Alex Thomson, Grade 7 Administrative Manager and his near neighbours, sub-contractors M. C. Humphreys and Peter Hollingsworth, a PSA employee called Bennett (Codeck Contracts) and her partner Tillbrook, the proprietor of Highlight Interiors, (b) that there has been a failure to declare business interests, (c) that Phillips has been employing many family members in key financial and administrative positions within his organisation at inflated rates of pay including his sister, sister-in-law, brother-in-law, his niece and his nephew, (d) that there has been a submission of false T & S claims and works invoices by Danny McMahon, an ex-PSA PTO re-employed as Agency technician by BSME at Folkestone and (e) that there have been freemasonic connections.
