leave out from 'House' to end and add 'notes that Amendment 28 to the European Communities (Amendment) Bill failed to specify any number of seats for Scotland on the Committee of the Regions and would have left the nomination of the places in the gift of the Secretary of State for Scotland; believes that the concession wrung out of Westminster by the Scottish National Party honourable Members both ensures fair representation to Scotland and breaks the patronage of the Secretary of State; commends the willingness of the Scottish National Party and the Liberal Democrats to continue the important talks on Scotlands constitutional future; and further notes that Scottish National Party honourable Members consider the Scottish interest to be paramount in determining their votes on any matter in the House and is mindful of the determination of the Scottish National Party and the Liberal Democrats to implement the terms of the Democracy Declaration which was freely endorsed by the leaderships of each of the Scottish opposition political parties on 12th December 1992 in front of 25,000 witnesses.'.
