Nuclear Test Ban (No.2)

That this House welcomes the letter, published in the Independent of 18th February, from two recent United Kingdom Ambassadors to the United Nations calling for the United Kingdom to lead a resumption of talks on a Comprehensive Test Ban Treaty by ending United Kingdom nuclear tests; notes the ignorance of the Prime Minister in the Official Report of 16th February, column 130, in stating, 'There is nothing in the Non-proliferation Treaty to prevent a nuclear weapons state from maintaining the credibility and effectiveness of a minimum deterrent in this way'; and urges the Prime Minister to study the text of article six of the Treaty to avoid embarrassment when he discusses this matter with President Clinton.
