Sheffield City Council

That this House notes with pleasure that Sheffield City Council has been voted by local authority chief executives one of the 10 best-managed local authorities in the United Kingdom in research carried out by INLOGOV for the Local Government Management Board and, in particular, that it and other identified well-managed authorities were found by the research to demonstrate certain key characteristics, namely (a) the ability to be efficient while remaining a focal point of the local community, (b) the ability to respond to change while maintaining a clear sense of direction and constant values and (c) strong leadership; and, on this basis, concludes that Sheffield City Council is well able to manage its own affairs in an efficient and purposeful manner and that its ability to provide good services is undermined, not by managerial inefficiency, but by a constant reduction of Central Government support to local authorities, combined with a strict, unfair and undemocratic capping regime.
