That this House views with deep concern the allegations that Rosyth Royal Dockyard is being unfairly treated by senior Ministry of Defence and Admiralty officials in its bids to become Britain's only nuclear submarine refitting site, and that senior cabinet ministers were not given a full and accurate assessment of Rosyth's second nuclear docks proposal, called Scheme IV, submitted three times since 1991 by its management company, Babcock Thorn Ltd.; and is appalled about allegations that Rosyth was actively dissuaded by senior Ministry of Defence officials from submitting its second nuclear refitting bid, to modernise the existing docks for a cost of ú147 million, and told on at least three occasions, in 1989, November 1991, and March 1992, to concentrate purely on completing the purpose-built Trident docks facility RD57, even though RD57 is a more complex and expensive bid by ú100 million compared to that offered by Devonport Management Ltd., and even though Rosyth were extremely concerned at the escalating costs of RD57 incurred by the MOD and PSA projects; and urges the Secretary of State for Defence to clear up the confusion surrounding the exchange of information between Government departments.
