Rosyth Royal Dockyard:the Role Of Mr. George Allin

That this House is concerned that the Director General Ship Refitting, George Allin, who has played a leading and intimate role in assessing, and directing the handling of bids by both Rosyth Royal Dockyard and Devonport Royal Dockyard on behalf of the Ministry of Defence and the Secretary of State for Defence and was intimately involved in Rosyth's negotiations on their bid submission, was employed by Brown and Root Ltd. the leading member of Devonport Management Ltd., from 1987 to 1989 on secondment from the Ministry of Defence immediately before he became Director General Ship Refitting; notes that through DML, Brown and Root took control of Devonport Dockyard in April 1987, and is now extremely well-placed to buy Devonport after the Secretary of State offers the royal dockyards up for sale in the private sector; acknowledges that Mr Allin was educated and trained at Devonport High School and Devonport Dockyard Technical College and worked at Devonport from 1968 to 1975, Who's Who 1992; believes a direct conflict of interest could exist if his report recommended that Devonport get the nuclear refit work whilst Rosyth was to be given a five years package of surface ship work in compensation; regrets the key role of Mr George Allin in the competition between Rosyth Dockyard and Devonport Dockyard for nuclear refit work; and urges the Secretary of State for Defence to make an early statement about the issue.
