leave out from 'House' to end and add 'notes the reluctance of the Labour Party to give an undertaking to reinstate wages councils; recalls that the last Labour Government abolished 11 wages councils covering 600,000 workers; notes that 80 per cent. of workers covered by wages councils live in households with two or more earners; and believes that pay is best decided by employers and workers concerned in the light of their particular circumstances'.
