That this House believes that this Government has become incapable of shame; notes that just one group of people, students, have been singled out for the unique distinction of having loans treated as income to disqualify them from free National Health Service services; is incredulous that even if the student loan is not taken up, its availability is treated as actual income for disqualification purposes; regards it as sordid that youngsters, many of whom are away from home for the first time, should be deterred from seeking the medical help they might need; and is disgusted that any Government deliberately should force young people into debt to obtain what should be a basic right to health-care.
