That this House condemns British Petroleum's policy, as stated in an internal memorandum, of avoiding involvement in public debate about tanker safety; notes with alarm that BP's memorandum also highlights a number of weaknesses in safety practice and regulations; urges BP to cease using sledge-hammer legal threats to prevent Greenpeace's publication of their memorandum; calls on BP and other oil companies and tanker operators to re-route oil tankers away from narrow channels such as the Fair Isle and Minches; and further calls on Her Majesty's Government to make environmental sensitivity the primary consideration in licensing operators in the fourteenth licensing round for oil exploration.
