President Clinton And The Death Penalty

That this House notes that Mr Charles Stamper, who is confined to a wheelchair, is due to be executed in the electric chair in Virginia on the eve of President Clinton's inauguration; notes that Mr Stamper has been awaiting execution for fourteen years; further notes that Mr Stamper is one of 2,700 American citizens waiting to be hanged, gassed, injected or electrocuted; respectfully advises Mr Clinton that the execution of a man in a wheelchair represents an inauspicious start to his presidency; suggest that Mr Clinton intervene with the Governor of Virginia to call off the execution of Mr Stamper; further invites Mr Clinton to take whatever steps are necessary to dismantle the network of death camps that disfigures his great country in order to occupy the moral high ground when lecturing other countries on human rights and with a view to creating a kinder, gentler America that will enjoy the respect of civilised peoples everywhere.
