Oxfam Cold Front Appeal
EDM number 1059 in 1992-93, proposed by Jim Lester on 11/12/1992.
That this House notes with concern that with the onset of severe winter conditions over 6.6 million refugees, displaced and other war affected people in former Yugoslavia, northern Iraq and Afghanistan are in need of emergency aid and protection and that there is a shortfall of over $700 million in funding for the United Nations emergency appeals for these countries which increases the threat to these people; notes with concern that the United Nations High Commissioner for Refugees has warned that hundreds of thousands of people could die unless more aid is provided; welcomes the efforts being made by the UNPROFOR to convoy aid in Bosnia, but is concerned at the lack of protection for people fleeing from the conflict; welcomes the launch by OXFAM of its Cold Front Appeal for victims of cold and conflict; and calls on the Government to immediately and substantially increase its contributon to the United Nations appeals and to press for a broader mandate for the UNPROFOR to enable it to provide protection to civilians fleeing th conflict in Bosnia.
