Local Management Of Schools

That this House deplores the deleterious effect of local management in schools upon primary schools in North Powys; notes that the stringent grip of local management in schools is forcing many schools to solicit funds from anxious parents to pay for such essentials as light bulbs and books; notes further that peripatetic musical instruction is threatened, which could mean an end to a fine tradition of music teaching; recognizes that rural schools, sometimes cut off by miles from other villages, cannot attract more pupils away from other similarly situated village schools, and so compete; believes local management in schools is telling proof of the Government's complete indifference towards education in Wales; and fears that the proposed raising of the minimum number of pupils that enables schools to qualify for the small schools allowance could mean that small, rural schools will be driven to extinction.
