Appointment Of District General Manager Of The Macclesfield Health Authority And The Crewe Health Authority

That this House notes with deep concern the appointment of Mrs Chris Hannah as District General Manager both of the Macclesfield and of the Crewe Health Authorities; further notes that Mrs Hannah, in her then capacity as Personnel Manager of the Mersey Regional Health Authority had in fact been involved in compiling the short list for the post and that her own name was added to the list the day before the interview; further registers its awareness of the potential conflict of interest which arises given that Mr Dan Hannah, Mrs Hannah's father-in-law, is already Chairman of Warrington Health Authority and of the Cheshire/Wirral Purchasing Agency; notes that the Secretary of State in a letter to the honourable Member for Macclesfield expresses her view that this appointment was made in a manner which had the appearance of not being fair, that the adding of Mrs Hannah's name to the shortlist was bound to lead to questions about the fairness of the appointment exercise, and that it is clear that best practice in making appointments was not followed; and concludes by expressing its regret that in accepting these points the Secretary of State has declined to arrange for the post to be readvertised in an open and fair manner which ensures both that confidence is retained in the National Health Service appointments process and that the people of Macclesfield are served by individuals of the necessary knowledge and experience.
