Plastic Bullets & Similar Baton Rounds

EDM number 90 in 1991-92, proposed by Peter Hain on 06/11/1991.

That this House deplores the use of all plastic bullets and similar baton rounds throughout Britain and Northern Ireland; notes that since their introduction to Northern Ireland in 1971, rubber and plastic bullets have caused the death of 18 people and disabling injuries to hundreds more; that in the past two years the weapon has caused 22 breech explosions, risking injury to the soldiers or Royal Ulster Constabulary officers firing the guns; and requests that in the interests of safeguarding human life the Government bans the use of all such baton rounds and destroys all existing Government stockpiles of them.
