Conduct Of The Hon Member For Livingston (No.2)

That this House notes that the figures produced for NHS activity in 1991-92 by the honourable Member for Livingston unaccountably fail to include babies born in hospital or the important work of the special health authorities, including Great Ormond Street Children's Hospital; calls upon the honourable Member to explain this curious deficiency; believes that had he not attempted to manipulate the figures in the first place, in order to attempt to obscure the largest rise for years in patient activity, he would have been spared public humiliation at the hands of Mr David Frost on breakfast television; further believes that, this debacle notwithstanding, the honourable Member's biggest mistake was to say that he would reverse the NHS reforms and turn the health service upside down; notes that he has persistently understated the performance of the NHS; and recommends to the Leader of the Opposition that since the honourable Member has become such a liability, he consider replacing him as Opposition health spokesman forthwith.
