CHILDREN'S SAFETY

That this House notes with alarm that while legislation on seat-belt wearing for children has significantly increased wearing rates, 20 per cent. of all children are still unrestrained in cars; that VAT now represents a significant proportion of the total cost of a new child's car seat; that this is an additional and unavoidable burden for the safety conscious parent to bear, which is made heavier where more than one such seat is required; believes that the exemption from VAT on sales of crash helmets provides a model for policy concerning VAT on children's car seats; and calls on the Government to correct this anomaly and announce that it will cease levying VAT on children's car seats in the forthcoming Budget speech.
