Ozone Depleting Chemicals

That this House calls for an immediate ban on the production of all ozone-depleting chemicals, including CFCs, halons, methyl chloroform, carbon tetrachloride and HCFCs, in the light of recent European and NASA research which has shown that there is enough chlorine pollution in the upper atmosphere of the Northern Hemisphere to destroy one per cent. of ozone each day during the coming months, letting in a huge increase in ultraviolet light which will pose a serious threat to human and ecological health; supports the use of safe alternatives to ozone-destroying chemicals; for those few applications where such alternatives do not currently exist, and lives would be put at risk if their use was stopped, believes that ozone-destroying chemicals should be supplied from existing stocks; calls for guarantees for the jobs of those workers currently involved in ozone-destroying chemical production; and urges Government Ministers attending the EC Ministers meeting on 21st-22nd February in Estoril, Portugal, to demand that the meeting agree a full and immediate ban on CFCs, HCFCs and all other chlorine and bromine compounds which are destroying the ozone layer.
