OPTING-OUT HOSPITALS' DUTY OF ACCOUNTABILITY

That this House views the secrecy of the financial arrangements made by opting-out hospital authorities as a threat to the public interest; considers the refusal to submit details of hospitals' financing to Parliamentary scrutiny a scandal; reminds Her Majesty's Government and their opting-out hospitals' appointees that the use of public funds, like the measures for the care of the people's health, and employment conditions of staff paid with public money, are subject to accountability; believes that an urgent debate is necessary clearly to establish practical ways to ensure that the powers and supremacy of Parliament are adequately protected and, if needed, enforced; and urges Ministers to put the health and well-being of human beings before commercial interests.
