Health Services In The West Midlands

That this House congratulates the health service in the West Midlands Region on its achievements in the first months of the Government's health reforms; notes that the number of people waiting over two years for treatment in the region fell by over 52 per cent. between March and December 1991, that the number of people waiting over one year fell by 38 per cent. in the same period and that the region is on course to meet the Patient's Charter target of eliminating two year waits by March 1992; welcomes the significant increase in the number of patients treated in the first six months of the reforms compared with the corresponding period a year earlier; believes these achievements to be a tribute to National Health Service staff in the region working within the better management framework of the reforms; welcomes the particular improvements in patient care brought about by the four National Health Service trusts and 27 general practitioner fundholding practices in the region; and believes that, as trusts and fundholding expand in accordance with the wishes of many doctors and other National Health Service staff, benefits to patients will be spread still further; and condemns the Labour Party for its failure to offer the health service in the West Midlands anything other than worthless promises and the prospect, if elected, of chaos and upheaval.
