The Credibility Of The Shadow Chancellor

That this House notes that in his anxiety to attack the SNP economic programme the Right honourable Member for Monklands East has claimed that the write off of local government housing debt by central government would result in an immediate equivalent increase in public sector borrowing; questions whether the shadow Chancellor seriously believes that a simple transfer of debt within the public sector affects the public sector borrowing requirement; speculates on whether the write off of debt before the privatisation of water would have proceeded if the public sector borrowing requirement had been affected; and takes note of the credibility of a shadow Chancellor who may or may not understand the concept of the public sector borrowing requirement.
