Net Contributions To European Community Institutions

That this House, noting that the additional expenditure proposed in House of Commons Paper No 182 of Session 1991-92 is the result of the adoption by the European Parliament of a larger budget than permitted by Community legislation, is of the opinion that provision should be made under which all Members of the European Parliament and honourable and Right honourable Members of this House who vote to approve this illegal expenditure should be personally surcharged.
