Differences Between Scottish Building Standards And England And Wales Regulations,on Fire Safety

EDM number 570 in 1991-92, proposed by Bill Walker on 28/01/1992.

That this House notes that substantial differences exist between the Building Regulations England and Wales, now laid before Parliament, and the recently revised Scottish Building Standards, particularly in retention of three and four hour fire resistances in Scotland which are deleted in England and Wales, trade-off of fire resistance periods for sprinkler installation in England and Wales not currently implemented in Scotland, and deletion of requirements for non-combustibility in England and Wales which are retained in Scotland; believes that the new departures in the England and Wales regulations may reduce fire safety; and urges that any attempt to require Scottish standards to follow the England and Wales regulations, as has been indicated by Ministers, might proceed only after the new departures have proved themselves in practices to Scottish satisfaction.
