Plutonium Risks

That this House notes the importance of the International Conference on Plutonium held in Omiya Sonic City, Japan, in November 1991; congratulates the independent experts from nine countries, including the United Kingdom and Ireland, who revealed the range of risks associated with the separation of plutonium in reprocessing, comprising, inter alia, environmental contamination, terrorism and proliferation dangers and an absence of economic or energy-need justification; calls upon the Government to endorse the policies set out in the conference speakers' appeal: no separation of plutonium, no commercial or military use of plutonium and no transport of plutonium; and urges that these policies are made priorities for all nuclear nations in preparation for the 1995 renewal conference for the Nuclear Non-Proliferation Treaty.
