Strathclyde Regional Council And Reform Of Local Government

That this House congratulates Strathclyde Regional Council on their declaration on reform of local government in Scotland contained in their response to the Secretary of State's consultation paper on local government reform; agrees with the Council that reform should follow the establishment of a Scottish Parliament, which alone should implement reform following consultation; further agrees that local councils under a Scottish Parliament would have their powers guaranteed through a written constitution, would have an equitable system of local finance, would provide standards of service guaranteed by law, and would be accountable to their electorate through a fair electoral system; and urges the Secretary of State to follow such wise advice.
