Free Elections In Kenya

EDM number 469 in 1991-92, proposed by David Steel on 14/01/1992.

That this House, whilst welcoming the Kenyan Government's amendment to Section 2(a) of the Constitution permitting a multi-party system, believes that for free and fair elections, it is essential that a fair system of voter registration be introduced, equal access to broadcasting time on radio and television be granted to the new opposition party FORD (Forum for the Restoration of Democracy), and any other opposition party, freedom of publication and circulation for the Press be granted, strict rules of impartiality should apply to civil servants, grants, and especially the eight million pounds rural development loans scheme timed to coincide with KANU's membership drive, should be available to non-KANU members, adequate time be allowed for the recently formed Opposition to establish itself in readiness for the general election, an independent Electoral Commission be appointed to oversee the elections and ensure fair play, and international observers from the Commonwealth, the United Nations and individual countries be permitted to monitor not just the election campaign itself, but preparations for it, especially in rural areas where 75 per cent. of the population lives; and urges Her Majesty's Government to use its influence to secure these measures.
