That this House notes with concern that there has been another year of increasing crime and that the current rate exceeds five million criminal offences annually; recalls that in 1979 and in subsequent elections the Conservative Party promised to provide law and order, yet the country has seen crime reach levels which were not imaginable little more than a decade ago and that the increase in crime during the last decade exceeded the total previously noted in the whole recorded history of these islands; and concludes that the prevailing values, the mistaken priorities and the inadequacies of understanding of Her Majesty's Government offer little prospect of any significant improvement upon this tragic failure.
