Confiscation Of Terrorist Funds

That this House calls upon Her Majesty's Government to halt immediately negotiations with the Government of India on a bilateral agreement dealing with the confiscation of terrorist funds; believes such an agreement is wholly unnecessary and that existing laws in both countries are adequate; moreover fears there will be insufficient safeguards under any bilateral agreement to prevent Indian authorities from using powers under the agreement to persecute, intimidate and harass innocent people whose political views are unpopular; and urges Her Majesty's Government not to enter into agreements with the Indian Government unless and until there is substantial improvement in human rights in India which, quite rightly, remain to considerable concern to Her Majesty's Government and all others who are anxious to secure good government and respect for human rights throughout the world.
