Homelessness In Scotland

That this House recognises that a 10 per cent. increase in homelessness in 1990-91 over the previous year's figures (1989-90) demonstrates the failure of the Government's attempts to revitalise the private rented market through deregulation and that the 60 per cent. decline in the number of new houses started by local authorities since 1983 is due to the decrease in Central Government financial support for local authorities; recognises that Scottish Homes have not made any significant impact in improving a situation which has seen a net loss of 180,000 rented houses across the public/private sector since 1983; and urges the Government to take urgent action to address the problem.
