Nato And The Comprehensive Test Ban Treaty

EDM number 389 in 1991-92, proposed by John McFall on 12/12/1991.

That this House endorses the view expressed in that the proliferation of weapons of mass destruction and of their means of delivery undermines international security; notes with regret that NATO as an alliance has failed to identify a single step to be taken to stem nuclear proliferation; regrets that the United Kingdom would not join all other NATO countries, except the United States and France, the Soviet Union, the Ukraine and all former Warsaw Pact members in calling for a comprehensive test ban in a recent United Nations vote; recognises that it will be impossible for NATO's new political role to be taken seriously if the topic of a comprehensive test ban treaty is not discussed in its forums; calls upon the Government to ensure that this topic is included on the agenda for the NATO North Atlantic Council meeting of 19th and 20th December; and encourages the nuclear powers to conclude such a treaty before the next meeting of the Council in six months' time.
