That this House is deeply concerned at the continuing secret inquiry that the Home Office has been conducting into the issues raised by the book `To encourage the Others', that calls for an independent public inquiry into the hanging of Derek Bentley in 1953; notes that this secret Home Office enquiry has now lasted for over 18 months; and demands that the Home Secretary either recommends immediately a posthumous pardon for Bentley or sets up without further delay a full independent public inquiry.
