Climate Change Convention
EDM number 319 in 1991-92, proposed by David Steel on 03/12/1991.
That this House is concerned that climate change through enhanced global warming is a growing threat caused by the emissions of long-lived greenhouse gases from human activities; acknowledges that, whilst the majority of the global population are struggling to meet basic human needs, it is unacceptable that total emissions of greenhouse gases are derived largely from unsustainable, luxury-based activities; believes that future generations should have rights to sustainable livelihoods which are free from the threat of human-induced climate disruption; endorses the view of Chaudry Nisar Ali Khan, Senior Minister in Pakistan, that climate change proposals at the Earth Summit which are not equitable will not work; condemns the United States Government for refusing to accept the principle of setting targets for reductions in carbon dioxide emissions; and calls upon Her Majesty's Government to use all effective methods of pressure upon the United States as well as other industrialised nations to ensure that a climate convention is signed at the Earth Summit next June which reflects the link between equity and survival.
