Plight Of The Mentally Ill

That this House congratulates the Glasgow Evening Times and the honourable Member for Monklands, West on the work that they have done to expose the scandal of mentally ill patients who are being dumped in Scottish jails due to the failure of Her Majesty's Government's so-called Care in the Community programme; notes the fact that mental illness is something which can affect anyone at anytime; deplores the treatment of fellow human beings as dustbin prisoners because they happen to be mentally ill; believes that this is an offensive assault on their dignity and fundamental rights; expresses its gratitude to prison officers who have contributed to a poor box for such victims; but believes that such philanthropy should not be necessary in a caring society; and demands that Her Majesty's Government put an end to this scandal by ensuring that mentally ill patients receive proper treatment and care as a matter of urgency.
