GLASGOW'S HOUSING CRISIS
EDM number 238 in 1991-92, proposed by Mike Watson on 21/11/1991.
That this House notes with dismay the implications of Glasgow District Council's 1991 housing plan for the Council's 140,000 tenants and their families; notes in particular that 90,000 houses desperately need improvement in basic amenities such as central heating and that consequently dampness is widespread with obvious effects on the health of tenants; condemns the Government for preventing Glasgow District Council by restricting its right to borrow, to such an extent that, despite its needs, the ú90 million available to the city during the current financial year will actually be reduced next year to only ú84 million; notes that this contrasts sharply with the ú160 million per annum which the 1991 housing plan states will be necessary to tackle the city's housing crisis in a meaningful way; and therefore calls on the Secretary of State for Scotland to convene a meeting with Glasgow's Director of Housing to discuss means of increasing the resources available to Glasgow District Council as a matter of urgency.
