Action Against Hypothermia

EDM number 168 in 1991-92, proposed by Jimmy Dunnachie on 14/11/1991.

That this House deplores the fact that many elderly people die each year as a result of hypothermia and illnesses associated with hypothermia; believes that there is overwhelming and irrefutable evidence that this is linked to the fuel poverty experienced by this group; believes that the current method of determining whether or not cold weather payments are triggered during the winter months is a shameful confidence trick; further believes that the current system which forces elderly people to apply in writing each year for cold weather payments is found by many to be daunting and undignified; and calls upon the Government to take action to ensure that no elderly person need die of hypothermia this winter due to lack of money.
